Each January, thousands of workers with local governments and nonprofit agencies fan out across the country to count the number of homeless people living in shelters and on the streets during a specific 24-hour period. The latest count estimates the number of homeless at 633,782, according to the Housing and Urban Development Department. The year before, the number stood at slightly more than 636,000.

WASHINGTON (AP) — A vigorous effort to house the homeless has been countered somewhat by a sluggish economy.

The federal government and local communities have greatly increased the number of beds available to the homeless over the last four years, either through emergency shelters or through government-subsidized apartments and houses. But the struggling economy contributed to the number of homeless people in the United States remaining stable between January 2011 and January 2012.

The biggest drop occurred with veterans while homelessness within families increased slightly, according to the latest national estimates.

Each January, thousands of workers with local governments and nonprofit agencies fan out across the country to count the number of homeless people living in shelters and on the streets during a specific 24-hour period. The latest count estimates the number of homeless at 633,782, according to the Housing and Urban Development Department. The year before, the number stood at slightly more than 636,000.

Within those numbers was a more encouraging trend: The percentage of homeless veterans as well as those homeless for more than a year each dropped by about 7 percent. Agencies are focusing their dollars on getting the long-term homeless into permanent housing and then providing them with support services such as counseling and job training. 2012 UN Climate Talks In Doha, Qatar Face Multiple Challenges

DOHA, Qatar (AP) — As nearly 200 countries meet in oil-and-gas-rich Qatar for annual talks starting Monday on slowing global warming, one of the main challenges will be raising climate aid for poor countries at a time when budgets are strained by financial turmoil.

Rich countries have delivered nearly $30 billion in grants and loans promised in 2009, but those commitments expire this year. And a Green Climate Fund designed to channel up to $100 billion annually to poor countries has yet to begin operating.

Borrowing a buzzword from the U.S. budget debate, Tim Gore of the British charity Oxfam said developing countries, including island nations for whom rising sea levels pose a threat to their existence, stand before a “climate fiscal cliff.”

“So what we need for those countries in the next two weeks are firm commitments from rich countries to keep giving money to help them to adapt to climate change,” he told The Associated Press on Sunday. Read the rest of this entry »

U.S. Economy Slowed to a Tepid 1.5% Rate of Growth

The United States economy grew by a tepid 1.5 percent annual rate in the second quarter, losing the momentum it had appeared to be gaining earlier this year, the government reported on Friday.

Growth was curbed as consumers limited new spending and business investment slowed in the face of a global slowdown and a stronger dollar. Several bright spots in the first quarter, including auto production, computer sales and large purchases like appliances and televisions, dimmed or faded away altogether in the second quarter. Growth was not strong enough to drive down the unemployment rate, which has stalled above 8 percent in recent months.

The sluggishness of the recovery makes the United States more vulnerable to trouble in Europe and, at home, the coming expiration of several tax breaks and other buoyant measures known as the fiscal cliff. It also illustrates the election-season challenge to President Obama, who must sell his economic record to voters as the recovery slows. Read the rest of this entry »

Assange rejects police request to surrender

WikiLeaks founder Julian Assange has said that he rejects the British police’s request to hand himself in and will remain in the Ecuadorean embassy and continue his appeal for asylum on grounds of political persecution.

Earlier on Thursday, police issued an order for Assange to appear at a police station to begin the extradition process.

The letter from the Metropolitan Police sent to the Ecuadorian Embassy said it “requires him to attend a police station at a date and time of our choosing. This is standard practice in extradition cases and is the first step in the removal process.” Read the rest of this entry »

KATMANDU, Nepal (AP) — Three climbers who were among scores who scaled Mount Everest over the weekend died on their descent and two more are missing, a Nepalese official said Monday.

The first clear weather conditions of the spring climbing season were Friday and Saturday, but a windstorm swept the higher altitudes of the mountain by Saturday afternoon, said Gyanendra Shrestha of Nepal’s Mountaineering Department.

An estimated 150 climbers reached the summit on either day, most of them on Saturday.

“There was a traffic jam on the mountain on Saturday. Climbers were still heading to the summit as late as 2:30 p.m. which is quite dangerous,” Shrestha told The Associated Press by telephone from Everest’s base camp.

Climbers are advised to not attempt to reach the summit after 11 a.m. The area above the last camp at South Col is nicknamed the “death zone” because of the steep icy slope, treacherous conditions and low oxygen level.

“With the traffic jam, climbers had a longer wait for their chance to go up the trail and spent too much time at higher altitude. Many of them are believed to be carrying limited amount of oxygen not anticipating the extra time spent,” Shrestha said. Read the rest of this entry »

NEW YORK (AP) — Facebook on Tuesday increased the price range at which it plans to sell stock to the public, as investor enthusiasm in the offering continued to mount and boost the potential value of the world’s most popular social network.

The Menlo Park, Calif. company said in a regulatory filing that it now expects to sell its stock for between $34 and $38 per share, up from its previous range of $28 to $35. The IPO is expected to be completed late Thursday and begin trading on the Nasdaq Stock Market on Friday under the ticker symbol “FB.”

The increased range is a sign of high demand from investors to own a piece of the world’s most popular social network. The initial public offering is the most hotly anticipated in years and would value Facebook at more than $100 billion.

Facebook is selling 180 million of its shares in the IPO. Another 157 million shares are coming from existing stockholders, including the company’s earliest investors and CEO Mark Zuckerberg.

Even after the IPO, Zuckerberg will remain Facebook’s single largest shareholder. And he will control the company through 57 percent of its voting stock.

The IPO is expected to be the largest ever for an Internet company. It is expected to raise more than 10 times as much as the $1.67 billion raised in Google Inc.’s 2004 IPO. Read the rest of this entry »

Satellite imagery reveals an escalation in activity at North Korea’s Punggye-ri atomic site in possible preparation for a third nuclear test, experts say. However, there is no clear indication from the photos when the test may occur.

The images from a US-based website highlight a chain of mining carts on piles of excavated soil. This coincides with South Korean intelligence reports at the beginning of April claiming that the North was digging a new tunnel at the Punggye-ri for the purposes of a covert nuclear test.

The US-Korea Institute at John Hopkins School of Advanced International Studies analyzed the photos taken between March 8 and April 18 by a private satellite operator. The most recent images suggest that 8,000 cubic meters of rubble have been excavated at Punggye-ri. North Korea carried out two atomic bomb tests at the site in 2006 and 2009.

“While it’s very clear from looking at these photos that the North has stepped up preparations for a nuclear test over the past few months, it’s unclear exactly when the blast will occur,”  Joel Wit, editor of the institute’s website said to the Associated Press.

He added that upon close examination there has been “a lot of activity at the site” where “you can clearly see vehicles” and objects being moved around. Read the rest of this entry »

BANDA ACEH, Indonesia — A tsunami watch was issued for countries across the Indian Ocean on Wednesday after a large earthquake hit waters off Indonesia, sending residents pouring from their homes in panic.

The U.S. Geological Survey said the 8.7-magnitude quake was centered 20 miles (33 kilometers) beneath the ocean floor around 269 miles (434 kilometers) from Aceh’s provincial capital. Read the rest of this entry »

Syria Crisis: UN Security Council Agrees On Statement Backing Annan Peace Plan

UNITED NATIONS (AP) — The previously divided U.N. Security Council sent a strong and united message to the Syrian government and opposition on Wednesday to immediately implement proposals by international envoy Kofi Annan to end the yearlong bloodshed.

A nonbinding statement approved by the 15 council members and read at a formal meeting spells out Annan’s proposals which include a cease-fire first by the Syrian government, a daily two-hour halt to fighting to evacuate the injured and provide humanitarian aid, and inclusive Syrian-led political talks “to address the legitimate concerns of the Syrian people.”

In a bid to win support from Russia and China, which have twice vetoed European and U.S.-backed resolutions condemning President Bashar Assad’s crackdown on protesters, France watered down the statement to eliminate possible consideration of “further measures” which could include sanctions or military action.
