Engagement rings symbolize the love and commitment that encircles two people who have decided to join their lives forever. The ring Prince William gave Kate Middleton last November is bigger — both in carats and symbolism.

It also symbolizes Diana — its original owner — and her importance to William.

This was visible from the beginning, when the two announced their engagement. “It’s beautiful. I just hope that I look after it,” Kate said.

नेपाल र भारतबीच १ हजार ८ सय ८ किलोमिटर सीमारेखाको ९८ प्रतिशत सीमांकनको काम सम्पन्न भएको छ । यसअन्तर्गत १ सय ८२ थान सीमा नक्सा (स्टि्रप म्याप) तयार भएका छन् । यी नक्सामा दुवै देशका पदाधिकारीले संयुक्त हस्ताक्षर गर्नुपर्छ भनी भारतद्वारा बराबर कुरा उठाइएको छ । भारतका विदेशमन्त्री एसएम कृष्णाको यसपटकको नेपाल भ्रमणका अवसरमा पनि यो कुरा उठ्यो । कृष्णाको भ्रमण दौरानमा वैशाख ९ गते वितरित प्रेस विज्ञप्तिमा नेपाल-भारतबीच सीमांकन भएको ९८ प्रतिशत स्टि्रप म्यापलाई हस्ताक्षर गर्न आवश्यक भएको कुरा उल्लेख गरिएको छ ।

यसअघि भारतीय विदेश सचिव निरूपमा रावले २०६७ माघ ४ तथा ०६६ भदौ २९, विदेशमन्त्री एसएम कृष्णाले ०६६ माघ १ र विदेश सचिव शिवशंकर मेननले ०६६ असार ७ मा नेपाल भ्रमण गर्दा पनि सीमा नक्सामा हस्ताक्षर गर्न नेपाललाई आग्रह गरेका थिए । यसैगरी नेपालका लागि भारतीय राजदूत राकेश सुदले यसै दैनिकको ०६६ जेठ ३ मा प्रकाशित अन्तर्वार्तामा ‘हामीले नेपाल सरकारलाई अन्तिम हस्ताक्षर गरेर स्टि्रप म्यापलाई औपचारिकता दिन अनुरोध गरेका छौं’ भनेका थिए । यसबाहेक भारतीय विदेशमन्त्रीको हैसियतमा प्रणव मुखर्जीले नेपाल भ्रमणका क्रममा ०६५ मंसिर १० मा ‘करिब ९८ प्रतिशत सीमाक्षेत्र रेखांकन भइसकेको छ र तिनलाई नक्सामा समेत राखिएको छ । ती नक्सामा केही निश्चित सुधारपछि सम्बद्ध अधिकारसम्पन्न अधिकारीले हस्ताक्षर गर्नेछन्’ भनेका थिए । (कान्तिपुर दैनिक, ०६५ मंसिर १३) ।

यसरी नक्सामा हस्ताक्षर गर्न भारतले पटकपटक आह्वान/आग्रह गरे तापनि नेपालले यसबारे ठोस जवाफ तथा प्रतिक्रिया दिएको पाइँदैन । यसले गर्दा ९८ प्रतिशत काम सम्पन्न सीमा नक्सामा संयुक्त हस्ताक्षर गर्नुपर्ने हो या होइन ? भन्ने जिज्ञासा उत्पन्न भएको छ । हस्ताक्षर गर्नुपर्ने हो भने नेपाल किन बोल्दैन ? हस्ताक्षर गर्न नमिल्ने हो भने भारतले बारम्बार किन दबाबरूपी आग्रह गरेको होला ? यस सम्बन्धमा अन्तर्राष्ट्रिय सीमा सिद्धान्त, प्रचलन र परम्परा के छ भन्ने कुरा नै यस मामिलाको छिनोफानो गर्ने मसला हुनसक्छ । सीमा नक्सा हस्ताक्षर गर्ने सम्बन्धमा दुई बुँदा रहेका छन्, प्रथमतः अन्तर्राष्ट्रिय सीमा सिद्धान्त र दोस्रो, पारम्पारिक प्रचलन ।

अन्तर्राष्ट्रिय सीमा सिद्धान्त

अन्तर्राष्ट्रिय सीमा अवधारणाअनुसार सीमा नक्सा तथा यससम्बन्धी दस्तावेजमा सिमानाको सम्पूर्ण कार्य -बोर्डर बिजनेस) सम्पन्न भएपछि संयुक्त हस्ताक्षर गर्नुपर्छ भन्ने प्रावधान रहेको छ । बोर्डर बिजनेस पूर्ण भयो भनी नक्साका साथै सीमा बडापत्र -बाउन्ड्री प्रोटोकोल) मा दुवै देशका अधिकारसम्पन्न पदाधिकारी -प्लेनी पोटेन्सियरी) ले संयुक्त हस्ताक्षर गर्ने चलन रहेको छ । यस्तो हस्ताक्षर गरेपछि ती कागजात आधिकारिक सामग्रीमा परिणत हुन्छन् । Read the rest of this entry »

‘We want to strengthen the relationship with India’

Dahal Prachanda’s position holds the key to the political developments in the republic. On April 26 (Tuesday night), Mr. Prachanda spoke exclusively to Prashant Jha to discuss the state of transitional politics in Nepal, internal party divisions, and relations with India. Excerpts:

 Will Nepal have a new constitution by May 28?

We should have been able to conclude the peace process and promulgate the statute by May 28. But the absence of an agreement between political parties has limited that possibility. I won’t say it is impossible, because we have often made historic decisions at the last minute. As the largest party in the CA, and as the force that pushed the agenda of the Constituent Assembly, republic, federalism, secularism, social justice, inclusion, proportional representation, we are committed to taking the peace process forward and creating a unified draft of the constitution before May 28 so that the Nepali people believe these tasks will be completed. They themselves would happily give us time after that.

Why did the parties fail to come to an agreement?

The first reason is that we were in a movement against the last government, since they were trying to isolate the biggest party in the CA. Our claim was that Maoists should lead the government, but others did not accept our legitimate claim. Then we went in for elections in parliament, but could not elect a PM for seven months. The disagreement between parties was one reason for this, but we also felt that various other forces tried to create obstacles in government formation. We then sacrificed our claim, but it was too late to take the process forward.

In the earlier stages, it was agreed that parties would move ahead together, in consensus. But after the Maoists emerged as the strongest party in the CA, other parties developed suspicions that Maoists would be in power forever — they had not anticipated the widespread popular support for the Maoists, and got terrorised at this prospect. They broke the agreement to move ahead consensually, creating difficulties.

Internal party dynamics

Can you tell us the exact nature of the debates within the party?

There are three kinds of thought in the party. One school believes that instead of emphasising peace and constitution, we should go in for a people’s revolt to get power. The second school believes that we should focus on peace and constitution at whatever cost. And the third school, which I lead, is that we should focus on peace and constitution, but if there are conspiracies, then there may be a need to get people on the streets to revolt.
